Responsibilities

1. Project Governance & Compliance
Provide governance guidance to the Cooperative, ensuring compliance with all regulatory requirements for Material Recovery Facility (MRF) operations.
Develop and implement Standard Operating Procedures (SOPs) for MRF operations, including material flow, stock flow, bookkeeping, documentation, and P&L maintenance.

2. Operational Management & Improvement
Plan, monitor, and support the execution of project activities in alignment with project goals, deliverables, and timelines.
Guide and supervise the Cooperative’s members, offering regular feedback to ensure smooth and efficient delivery.
Develop and maintain a project evaluation framework to assess progress, identify gaps, and support continuous improvement.

3.Technology & Efficiency
Support the Cooperative in adopting and leveraging technology solutions to enhance waste recovery, traceability, and overall operational efficiency.

4. Value Chain & Revenue Enhancement
Strengthen value chains for different waste streams and support Cooperative in identifying and developing new revenue-generating opportunities.

5. Financial Oversight
Monitor and approve all project expenditures, ensuring adherence to budgets and strong financial discipline.

6. Coordination & Communication
Maintain transparent and consistent communication between the Cooperative and the project funder to ensure alignment and accountability.
Coordinate the delivery of different program activities to maximize effectiveness and efficiency.
Engage with clients, partners, and community stakeholders to build support and gather feedback for program improvement.

7. Reporting
Prepare and submit monthly progress reports and other required documentation to the funder.

Working Conditions

The Consultant will work for 20 hours per week on the tasks listed under this assignment.
There would be some out-station travel requirement anywhere in India depending on specific needs.

Qualification & Experience

Graduate. Post Graduate degree, preferably in sustainability/ development/public policy/ environment preferred.
Minimum 5 years of work experience in solid waste management sector, preference will be given to experience in dry waste management.
Experience in working in Assam preferred

Knowledge, Skills and Abilities

Good oral and written communication skills, and proficiency in making presentations in English and Assamese.
Good report writing skills.

The MEL Project Coordinator will be responsible for overseeing the day-to-day Monitoring, Evaluation, and Learning activities across projects. This includes ensuring data quality, supporting indicator tracking, coordinating learning processes, and preparing timely reports. The role requires close coordination with field teams, data systems, and program staff to embed MEL functions into implementation.

 

  • Supporting the design and rollout of MEL frameworks, indicators, and tools.
  • Coordinating timely and accurate data collection, verification, and reporting from project teams.
  • Conducting field visits (as needed) to support data quality assurance and implementation reviews.
  • Maintaining and updating project dashboards, trackers, and documentation systems.

Skillsets Required:

  • 2–4 years of experience in documentation and data management using Excel and Google Sheets; familiarity with digital data tools (e.g., MIS platforms, ERP systems) is a plus.
